Coon Rapids, MN Business Licensing & Operations: Adult Entertainment (2026)

City Code Chapter 5-2200 requires anyone operating an adult oriented business, including adult bookstores, cabarets, massage parlors, motion picture theaters, and modeling studios, to hold a license issued by the City of Coon Rapids under Section 5-2206. The City Clerk must submit each application to the City Council for approval or denial within 30 days of receipt under Section 5-2207(4), and Section 5-2208 requires the applicant to be at least 18, current on real estate taxes, free of a similar license denial or revocation in any city within the prior 12 months, and clear of felony convictions involving moral turpitude, prostitution, obscenity, controlled substances, or dangerous weapons.

Section 11-1209 of the zoning code layers a locational ban on top of the license: no adult oriented business may operate within 1,000 feet of a public park, a church, a public or private school serving anyone under 18, or a day care facility, with the distance measured on a straight line between the nearest lot lines under Section 11-1209.2. Section 5-2215 limits operating hours to between 9:00 a.m. and 12:00 midnight, and Section 5-2204 requires wall-only signage that never displays specified sexual content toward public or semipublic areas.

The Coon Rapids Police Department, Fire Marshal, Chief Building Official, and Zoning Administrator all hold inspection authority under Section 5-2218. A license expires every December 31 and must be renewed at least 60 days before expiration under Section 5-2211, and the City Council can revoke it after a hearing for a chapter violation, ineligibility, or serving intoxicating liquor on the premises under Section 5-2212.
