Coon Rapids, MN Business Licensing & Operations: Tobacco Retail License (2026)

Chapter 5-900 of the Coon Rapids City Code requires any retailer selling tobacco, tobacco products, tobacco-related devices, or electronic delivery devices to hold a City license, issued by the City Clerk under Section 5-903. Wholesalers who do not sell to the public and stores that only incidentally carry unrelated devices are exempt under Section 5-903(1). Applicants disclose prior tobacco-law convictions and any license suspensions from the past 24 months, and the Clerk has up to 30 business days to issue or deny a new application; a denied or revoked applicant can appeal to the City Council within 10 calendar days under Section 5-903(4).

Licenses expire every December 31 under Section 5-904, and fees, set by Council ordinance, must cover investigation and enforcement costs under Section 5-905. Section 5-908 bars licensing any movable place of business: only fixed-location retailers qualify. Sections 5-912 and 5-913 ban vending-machine sales and self-service displays; tobacco must be handed across the counter by the licensee or an employee, unless a store draws at least 90 percent of its revenue from tobacco and bars entry to anyone under 21. Section 5-915 sets a minimum clerk age of 18.

Under Section 5-916, the Coon Rapids Police Department must run at least one compliance check per year using buyers between 17 and 20, with written parental consent required for anyone under 18. Section 5-917 requires photo-ID age verification for any buyer who does not clearly appear at least 30 years old, plus posted signage on the legal sales age. Violations go through an administrative citation and hearing process before a City-designated hearing officer, with appeals to the City Council and, beyond that, Anoka County District Court under Section 5-918.
