Chapter 5-2900 requires two separate licenses: a therapeutic massage enterprise license for the business location under Section 5-2904(1), and a therapeutic massage therapist license for every individual who provides the massage under Section 5-2904(2). A therapist applicant must document 400 hours of certified massage training from an accredited institution or program under Section 5-2906(2)(e), and the City Clerk must act on a complete therapist application within 14 days under Section 5-2908(2), while an enterprise application can take up to 90 days for City Council action.

Section 5-2909 requires the enterprise to carry at least $1,000,000 in public liability insurance before a license issues. Section 5-2911 blocks a license at any location that would not conform to the City's zoning code or that owes delinquent property taxes. Section 5-2912 requires the buttocks and genitals of the client to stay fully covered at all times, requires the therapist to remain fully clothed, and bars a therapist from massaging or offering to massage a client's genital areas under subsection (8). Section 5-2913 sets sanitation rules covering ventilated and enclosed restrooms, impervious table and floor surfaces, single-service linens, and hand washing before and after each massage.

Section 5-2915 confines massage services to the hours between 8:00 a.m. and 10:00 p.m., and Section 5-2916 lets any law enforcement, health, or building inspector enter the premises at any time a person is present to check compliance.
