Coon Rapids, MN Business Licensing & Operations: Pawnbrokers (2026)

Section 5-2403 requires anyone doing pawnbroker business at a location to hold a City-issued pawnbroker license, and Section 5-2404 makes that license non-transferable to a new owner or address. Section 5-2408 requires a detailed application covering the applicant's five-year address and employment history, felony record, and, for a corporation, every officer and shareholder owning more than five percent. Section 5-2414(2)(c) confines pawnbroker operations to General Commercial zoning districts, bars any pawnshop within one-half mile of another measured in a straight line, and caps the City Council at issuing no more than two pawnbroker licenses in Coon Rapids at any time.

Section 5-2414(3) also requires the licensee, proprietor, or manager to live in Anoka, Sherburne, Wright, Isanti, Carver, Scott, Hennepin, Ramsey, or Washington County. Before a license issues, Section 5-2416 requires a $5,000 surety bond, and Section 5-2426(1) limits business hours to between 7:00 a.m. and 10:00 p.m. Every reportable transaction must be recorded and reported daily to the Police Department under Sections 5-2417 and 5-2418, and Section 5-2420 gives a pledger a minimum 90-day redemption period before an item can be sold, while Section 5-2421 bars resale of purchased goods for 30 days.

Section 5-2423 lets the Police Chief or a designee enter and inspect the premises at any reasonable time without notice, and Section 5-2427 allows the City to deny, suspend, or revoke a license for a zoning violation, a State pawnbroker law violation, or fraud in the application.
