Section 12-1003 of Title 12, Chapter 1 requires two separate licenses for South Fulton's sexually oriented business industry: a business license to operate the establishment and a separate employee license for anyone who works there, unless that person already holds the business license itself. Applications go to the city manager's office in person, must be notarized, and require the applicant's legal name and aliases from the past five years, proof of age, a criminal history disclosure covering specified offenses, and, for the business license, a floor plan and legal description of the premises.

Section 12-1018 layers on spacing rules: no sexually oriented business may open within 1,500 feet of another sexually oriented business, measured straight-line property line to property line, or within 1,500 feet of a daycare facility, park, place of worship, public library, rehabilitation center, residential district or school. on any day.
