Grand Junction, CO Business Licensing & Operations: Massage Establishments (2026)

Grand Junction's Chapter 5.20 Massage Parlors requires any person who wants to run a massage parlor in the city to secure a license before opening; GJMC § 5.20.040 makes it unlawful to operate without one and requires the license to be displayed at all times on the licensed premises. The massage parlor licensing authority, made up of a designated hearing officer, the City Attorney or designee and the City Clerk or designee, reviews applications under § 5.20.030. Each individual applicant, partner, officer, director, or holder of over 10 percent of corporate stock must be photographed and fingerprinted by the Grand Junction Police Department, which investigates background and financial interest and reports its recommendation under § 5.20.080; the applicant pays a nonrefundable investigation fee matching what the Colorado Department of Public Safety charges.

Location is restricted under § 5.20.120: a massage parlor cannot operate within 1,000 feet of a church, a school or child care facility, a public park, a residential district boundary, or a residential lot line, and cannot operate within 1,000 feet of another massage parlor or an adult business. Employees who administer massages must obtain a $50 identity card from the City Clerk under § 5.20.130, with a $10 replacement fee if a card is lost. Under § 5.20.160, a massage parlor cannot be open between midnight and 6:00 a.m.

The licensing authority can suspend or revoke a license under § 5.20.140 for repeated public disturbances, illegal drug or alcohol sales on the premises, prostitution activity, false statements on an application, or any other violation of the chapter.
