Chapter 5.28 Secondhand Goods Dealers requires anyone in the business of buying or selling secondhand articles, including secondhand auto parts and junk such as scrap metal, appliances, dismantled machinery or junk vehicles, to be licensed under GJMC § 5.28.020, with the license cost set by resolution of the City Council; a licensed junk dealer may also deal in secondhand merchandise under the same license. Excluded from the definition of secondhand goods are items like pianos, books, magazines, art and vehicles, and merchandise accepted as trade-ins or exchanges.

Under § 5.28.030, every licensee must keep a book, in the form prescribed by the City Manager, recording an accurate description of each item purchased, the date received, and the name, address and description of the seller; the book and the purchased articles must be available for inspection by any Police Department member at all times. Licensees must also file a written weekly report with the same information. Section 5.28.040 bars a licensee from selling or removing from the place of business any secondhand goods until they have been held for at least five days, and § 5.28.050 bars purchasing property from anyone under 18, from a visibly intoxicated person, or from anyone known or reasonably suspected to be a thief, an associate of thieves, or a receiver of stolen property.
