Chapter 5.24 Pawnbrokers requires any person regularly engaged in the business of making contracts for purchase or purchase transactions to be licensed as a pawnbroker under GJMC § 5.24.020, with the fee set by City Council resolution and payable in advance under § 5.24.040. Section 5.24.030 bars a license for anyone convicted of a felony and bars pawnbroker licenses tied to a business selling alcohol or operating a card room, billiard room or other amusement. Before a license issues, § 5.24.050 requires a $2,000 bond to guarantee compliance and the safekeeping and return of pawned articles.

Under § 5.24.060, a pawnbroker must keep a numerical register recording the customer's name, address, date of birth and identification number, the date, time and place of the transaction, and a detailed description of each item, plus a written declaration of ownership; the register must be available to the Police Department for inspection at any reasonable time and kept for at least three years. A pawnbroker must hold contracted goods for 10 days after the contract's maturity date, and goods bought outright in a purchase transaction for 30 days, without altering them, and must give the local law enforcement agency weekly reports of accepted property.

Section 5.24.070 bars a pawnbroker from contracting with anyone under 18 or visibly intoxicated, and from buying secondhand goods outright for resale without also holding a secondhand goods dealer license under Chapter 5.28.
