Doral, FL Cannabis Regulations: Home Cultivation (2026)

Home cultivation of cannabis is prohibited in Doral under Florida state law. Florida Statute 381.986 establishes the state's Medical Marijuana program but restricts all cultivation, processing, and dispensing of marijuana to licensed Medical Marijuana Treatment Centers (MMTCs). Individual patients holding a valid Medical Marijuana Use Registry identification card may purchase and possess approved marijuana products from licensed MMTCs but may not grow cannabis plants at home. Recreational marijuana remains illegal in Florida, and there is no provision for personal cultivation of any amount. Possession of cannabis plants constitutes manufacturing under Florida Statute 893.13, which carries felony penalties depending on the quantity. A constitutional amendment to legalize recreational marijuana failed to reach the required 60% threshold in the 2024 election. The City of Doral does not have separate municipal ordinances addressing home cannabis cultivation, as the state prohibition is comprehensive.
