In Hanover County outside the Town of Ashland, the zoning administrator enforces the Zoning Ordinance and every county officer and employee has a duty to report any seeming violation in new construction, reconstruction, or land use to the enforcing officer under Section 26-341, which triggers a formal notice-of-violation process.
