Hanover County doesn't zone for licensed marijuana dispensaries, since Virginia hasn't authorized retail cannabis sales. Instead, Hanover County Code § 26-292.8 regulates "Recreational Substances, retail stores," a category covering tobacco, vaping products, hemp-derived products and kratom, permitted only as a conditional use in the B-2, M-1 and M-2 Districts and subject to school, park and spacing buffers.
