Obstruction Rules
Hanover County bars loitering in a way that blocks a public sidewalk, street or highway, or that interferes with a nearby business's free use of the property. Section 17-5(b) lets a law-enforcement officer order the person to move on, and refusing is itself a class 1 misdemeanor.
