In Hanover County outside the Town of Ashland, no one may knock on a residential door to sell goods, take orders, or offer services without first getting a solicitor permit from the county administrator. The application demands fingerprints, a photo, a full background check by the sheriff, and a $20 fee. A felony conviction, a prior revoked permit, or a finding of poor moral character gets the application denied outright.
