Hanover County zoning treats a paid outdoor music or entertainment festival as a special exception use in most of the county, requiring Board of Supervisors approval before it can be held. Section 26-6 defines the term and Section 26-21(25) lists it among the uses the A-1 Agricultural District only allows with a special exception.
