Dublin has no data-center ordinance and no data-center use type. A server building is classified as Industrial-Light in the M-P, M-1, and M-2 districts, or as Office - Professional/Administrative, a definition that names data processing outright.
Dublin's Land Use Matrix, Municipal Code Section 8.12.050, lists no data center. Community Development classifies a server farm as Industrial-Light, permitted in the M-P Industrial Park, M-1 Light Industrial, and M-2 Heavy Industrial districts, or as Office - Professional/Administrative, permitted in M-P and M-1, whose Chapter 8.08 definition covers data processing and computer and internet programming and services. In the M-P district every permitted use operates entirely inside a building. Section 8.104.040 sends all new principal structures to the Planning Commission for Site Development Review at a public hearing, a discretionary action that triggers CEQA review.
Building without Site Development Review, or operating outside an industrial district, violates the Zoning Ordinance and is enforced by Community Development through stop-work orders, permit revocation, and code enforcement citations.
