Coon Rapids, MN Environmental Rules: Stormwater Management (2026)

Coon Rapids City Code § 13-1302 establishes the Municipal Storm Water Drainage System as a public utility under the Public Works Department, operated pursuant to Minnesota Statutes § 444.075, and § 13-1304 charges every parcel a quarterly storm water drainage fee: residential parcels pay a per-unit rate set by City Council resolution, while non-residential land pays a rate based on a Residential Equivalent Factor multiplied by acreage, ranging from 0.07 for a sod farm up to 2.2 for commercial, industrial, or hospital property. Public rights-of-way, vacant unimproved land with ground cover, and lakes, wetlands, creeks, and rivers are exempt under § 13-1306, and § 13-1308 lets an owner ask the Public Works Director in writing to recalculate an invoice within six months of mailing.

Separately, Chapter 13-1400's illicit-discharge ordinance, adopted to meet the City's federal NPDES municipal-separate-storm-sewer-system permit, prohibits discharging anything other than storm water into the streets, catch basins, curbs, gutters, or storm drain system under § 13-1407, with narrow exemptions for things like water-line flushing, lawn irrigation, and de-chlorinated pool water under 0.1 parts per million. Illicit connections to the storm drain system are banned outright under § 13-1407(2), and § 13-1408 lets the City Council suspend a violator's MS4 access without notice in an emergency. Enforcement under § 13-1414 runs from a written notice of violation, through cost-recovery special assessments for City-performed abatement, to injunctive relief, and § 13-1414(7) makes continued violation a criminal offense punishable by up to $1,000 per violation per day and up to 90 days in jail, plus the City's attorney's fees and monitoring costs.
