7 to Redondo Beach's code. 3 prohibits the possession, manufacture, storage, sale, handling, and use of fireworks and separately prohibits the possession, sale, use, and discharge of 'Safe and Sane' fireworks, the state-approved consumer category many California cities still allow. 1 repeats the ban on manufacturing, possession, storage, sale, use, and handling of fireworks, again naming 'Safe and Sane' fireworks specifically. Both provisions carve out narrow exceptions tied to state regulation rather than retail sale: storage and handling under Fire Code § 5604, manufacture, assembly, and testing under § 5606 and Health and Safety Code Division 11, and professional displays, proximate-audience pyrotechnics, and motion-picture or theatrical special effects allowed under Title 19, California Code of Regulations, and Health and Safety Code Division 11.

7 declares all fireworks, including state-approved ones, illegal in the city and authorizes the fire code official and police officers to seize, take, and remove fireworks that are stored, sold, offered for sale, used, or handled in violation of state or local law, with an exception only when a permit has been issued for the use. 11.
