Flagstaff, AZ Landscaping Rules: Water Restrictions (2026)

Section 7-03-001-0014(E)(1) lets the City Manager declare Strategy I, water awareness, when resource status I is reached, meaning water demand is at or below safe production capability. Under subsection (E)(1)(a), no person may irrigate between 9:00 a.m. and 5:00 p.m., even-numbered street addresses may irrigate only Wednesday, Friday, and Sunday, odd-numbered addresses only Tuesday, Thursday, and Saturday, and no irrigation is allowed at all on Monday. Daily hand watering with a hose or watering can is exempt from the day restriction but still follows the 9 a.m. to 5 p.m. hour limit, and watering to maintain an irrigation system itself is permitted at any hour.

Anyone installing new landscaping can apply to the Water Conservation Office for a permit allowing daily irrigation for up to 30 days for a $10.00 fee, posted at the irrigation site before installation begins; a denial can be appealed to the Flagstaff Water Commission, whose decision is final. If the City escalates to Strategy II, vehicle washing and paved-surface washing add to the restricted list and single-family water rates jump to 150% to 200% of the normal rate above 6,201 gallons per billing cycle. Strategy I violations draw a $25.00 surcharge that doubles on repeat offenses, per subsection (D).
