Beaumont, CA Noise Ordinances: Amplified Music & Outdoor Sound (2026)

Section 9.02.110(D) of the Beaumont Municipal Code makes it unlawful, without a special permit or as otherwise provided in Chapter 9.02, to play or operate any radio, television, musical instrument, stereo equipment or other machine or device that produces, reproduces or amplifies sound at a level that exceeds 40 dB(A) as measured within the residence of any complaining person. The test is taken indoors at the neighbor's home, so the complainant's own living room, not the speaker's property line, decides the reading. That 40 dB(A) figure sits below the 45 dB(A) daytime and 35 dB(A) overnight interior limits in Section 9.02.080, which are separate ceilings for sound measured inside another dwelling unit.

Section 9.02.110(A) carves out sound performances and special events that do not exceed 95 dB measured at a distance of 50 feet from the loudest source, but only when approval has been obtained from the appropriate governmental entity. Special events on public or private land also need a permit under Chapter 9.03, where the application must describe any sound amplification equipment and Section 9.03.080(J) lets the administrative authority restrict the use of amplified sound. Section 9.03.070 allows denial when an event next to a school in session would substantially disrupt classes, or next to a hospital, fire station or place of worship would substantially disrupt its activities.

Section 9.02.040 adds that noise does not need to exceed a numeric limit to be unnecessary or unusual, and that factors such as time of day and the musical content of the sound are weighed. Section 9.02.120 lets the City Manager or a designee grant an exception permit of no more than six months when compliance is impractical.
