Beaumont, CA Noise Ordinances: Decibel Limits (2026)

Section 9.02.070 of the Beaumont Municipal Code sets the maximum residential noise levels as a sliding scale measured against the base ambient noise level (BANL) from Section 9.02.050. A noise 5 dB(A) above BANL is allowed for 15 minutes in any hour. At 10 dB(A) above BANL the cap is 5 minutes in any hour, and at 15 dB(A) above it is 1 minute in any hour. A noise 20 dB(A) above BANL is not permitted at all.

Inside another dwelling unit, school or hospital, Section 9.02.080(A) sets flat ceilings: 35 dB(A) from 10:00 p.m. to 7:00 a.m. and 45 dB(A) from 7:00 a.m. to 10:00 p.m. in residences, 45 dB(A) at a school while school is in session, and 45 dB(A) at any time at a hospital. Subsection (B) adds a duration scale against the interior BANL: 5 dB(A) above for 5 minutes in any hour, 10 dB(A) above for 1 minute in any hour, and anything over 10 dB(A) above is not permitted. Under subsection (C), when the measured interior ambient level already exceeds the first two categories, the allowable exposure rises in five decibel increments.

For nonresidential land, Section 9.02.090 ties the limit to the BANL written into a development agreement or an enforceable development standard. Section 9.02.130 applies each source to the zone it sits in, so a use next to a quieter zone does not have to meet that zone's stricter rule. Section 9.02.100 exempts governmental capital improvements, public property maintenance, utility and street repairs, street sweepers, garbage services, emergency warning noises, emergency generators, fire alarm systems, trains and aircraft. Sound performances and special events at or under 95 dB measured 50 feet from the loudest source are exempt with governmental approval under Section 9.02.110(A). Measurements use a sound level meter meeting American National Standards Institute requirements under Section 9.02.040.
