Beaumont, CA Noise Ordinances: Construction Hours (2026)

Section 9.02.110(F) of the Beaumont Municipal Code covers landscape maintenance and construction, including erection, excavation, demolition, alteration or repair of any structure or improvement. Noise from that work, measured at the property line of the nearest adjacent occupied property, is unlawful whenever it exceeds the chapter's sound levels at any time other than between 7:00 a.m. and 6:00 p.m. During those hours the contractor can exceed the ordinary limits for the duration of the activity, but never above 55 dB(A) for intervals of more than 15 minutes per hour as measured inside the nearest occupied residence or school.

A stricter clock applies near homes. Under (F)(2), when a construction site is within one-quarter of a mile of an occupied residence, no construction activity can take place between 6:00 p.m. and 6:00 a.m. during June through September, or between 6:00 p.m. and 7:00 a.m. during October through May. The only route around that clock is the written consent of the building official.

After-hours work has two paths. Under (F)(3), construction noise can run outside the permitted period in a case of urgent necessity in the interest of public health and safety, with the prior permission of the building inspector. That permit lasts up to three days or until the emergency ends, whichever is less, and is renewable in three-day periods while the emergency continues. Under (F)(4), if the building official determines that public health and safety will not be impaired, the building inspector can issue a permit for construction between 6:00 p.m. and 7:00 a.m., applied for when the work permit is awarded or during the work, with conditions set by the building official. Section 9.02.100 exempts governmental capital improvement projects and public property maintenance from the chapter. Section 9.02.110(G) separately holds machinery, fans, compressors and air conditioning to no more than five dB(A) above the base ambient level at the property line.
