Flagstaff, AZ Noise Ordinances: Amplified Music & Outdoor Sound (2026)

Flagstaff City Code § 6-08-001-0006(A)(1) bars operating or permitting the operation of a sound amplification system, defined broadly to include any radio, stereo, musical instrument or CD player, in or on a vehicle in a manner or at a volume that annoys or disturbs the quiet, comfort or repose of any person or neighborhood nearby. Five categories of vehicle are exempted from the section under subsection (B): systems used to call for emergency help or warn of a hazard, authorized emergency vehicles, utility company vehicles, vehicles in a parade, concert, festival or fair operating under any sound limit set by the event's City permit, and vehicles on private property, with the owner's permission, whose sound cannot be heard beyond the property line.

This section governs sound equipment inside or mounted on a vehicle; it does not set the numeric decibel table for a vehicle's engine and exhaust noise, which sits in the adjoining § 6-08-001-0004, and it does not reach fixed amplified sound at a business or outdoor event, which falls back to the general nighttime quiet-hours rule at § 6-08-001-0002. The section prints no fee schedule of its own, so a violation defaults to the City Code's general penalty clause at § 1-04-001-0001: a misdemeanor punishable by up to a $2,500 fine and up to 90 days in the Coconino County jail, with each day of a continuing violation a separate offense. Flagstaff Police enforce the section.
