Flagstaff, AZ Noise Ordinances: Quiet Hours (2026)

Flagstaff's Nuisance Noise section, City Code § 6-08-001-0002, sets two quiet-hour windows that apply everywhere in the City: Monday through Friday from midnight to 6:00 a.m., and Saturday and Sunday from 1:00 a.m. to 7:00 a.m. During those hours, it is unlawful for anyone, indoors or outdoors, to make or permit noise that is 'clearly audible,' meaning it can be plainly heard, inside a residential unit other than the one where the noise started. Section 6-08-001-0002(C) lists the factors an officer weighs in deciding whether a sound crosses the line: its volume, whether it is an unusual or a routine sound, the level of background noise, and how long it lasts.

Section 6-08-001-0003 carves out five exceptions that apply at any hour: public safety work such as snowplowing or utility restoration, emergency alert sounds, ordinary traffic noise from vehicles, aircraft or trains, bells or chimes on public buildings, and City-operated construction equipment running at night when public convenience requires it. A separate vehicle-noise standard in Section 6-08-001-0004 sets numeric decibel limits, 82 to 92 dB(A) depending on vehicle weight and speed limit, that apply around the clock, not just during quiet hours, and carries its own civil fee schedule starting with a warning and rising to $250. Because the core nuisance-noise section sets no fine of its own, a violation falls back on the City Code's general misdemeanor penalty.
