Flagstaff, AZ Noise Ordinances: Barking Dogs (2026)

Flagstaff City Code § 6-02-001-0011(C) makes it unlawful for anyone owning or having the care, custody or control of a dog to permit it to 'bark, bay, howl or make any other noise, day or night, in such an unreasonable manner as to disturb the peace and quiet of any person or persons.' The provision sits in the Prohibited Acts section of Chapter 6-02, Dogs, alongside dog fighting and neglect, and it applies regardless of whether the barking happens on the owner's own property or elsewhere, and regardless of the hour, so a dog left barking overnight in a yard is covered the same as one barking during the day.

Because § 6-02-001-0011(C) is not one of the sections the penalty table singles out by name, misdemeanor class is set by the catch-all in § 6-02-001-0012(A): a violation of any other Section of the Chapter is a Class 2 misdemeanor punishable by a maximum fine of seven hundred fifty dollars and/or up to four months in jail. The Flagstaff Police Department and the City's contracted animal control provider can respond to a noise complaint and cite the owner directly under this Section rather than under the Code's general noise chapter, since barking dogs have their own dedicated provision.

There is no separate warning-first requirement written into § 6-02-001-0011(C) itself, unlike the wildlife-feeding section elsewhere in Title 6, so an officer who confirms an unreasonable disturbance can cite on the first substantiated complaint.
