The City of Upland does not ban gas leaf blowers or set special leaf-blower hours. Section 9.40.100(P) only requires that any noise-creating blower or power fan be muffled so as to deaden the noise. Statewide, California's CARB rule (AB 1346) separately bars the sale of new gas-powered leaf blowers.
Upland's Municipal Code does not include a dedicated leaf-blower ban or a leaf-blower-specific time window. The only blower-specific provision is Section 9.40.100(P): it is unlawful to operate any noise-creating blower, power fan, or internal combustion engine whose operation causes noise from the explosion of operating gases or fluids unless the noise from the blower or fan is muffled and the engine is equipped with a muffler device sufficient to deaden the noise. In other words, the city requires leaf blowers to be muffled rather than prohibiting their use or restricting them to set hours. Leaf-blower noise can still be cited under the general standards if it pushes residential noise above the base ambient levels in Section 9.40.040 (45 dB(A) at night, 55 dB(A) by day) or if it amounts to a loud, unnecessary or unusual noise disturbing the neighborhood under Section 9.40.060. Separately, California Air Resources Board regulations implementing AB 1346 prohibit the sale of new gas-powered small off-road engines, which include most leaf blowers, phased in from model year 2024; that is a statewide point-of-sale restriction on new equipment, not an Upland use ban, and does not by itself outlaw using a blower you already own. Because Upland is incorporated, San Bernardino County's rules do not apply; the city's muffler requirement and the state equipment rule govern.
Operating an unmuffled blower or power fan violates Section 9.40.100(P) and is a misdemeanor under Section 9.40.110 (up to $1,000 / 6 months). Blower noise exceeding the Section 9.40.040 ambient limits, or disturbing the neighborhood under Section 9.40.060, can also be cited. Selling new banned gas equipment is a separate state CARB violation.
