Bloomfield, NJ Parking Rules: EV Charging (2026)

Section 254-32.1 of the Bloomfield Township Code, titled Electronic vehicle charging stations and added 7-22-2019 by Ord. No. 19-33, sets the parking rules for charging spaces. Subsection A records that the Township Council has provided for electric vehicle charging stations on and within parking facilities owned by the Township of Bloomfield. The section therefore reaches Township-owned garages and lots, and the text speaks only of Township charging stations.

Subsection B is the exclusivity rule: no vehicle other than an electric vehicle can park in a Township electric vehicle charging station. A gasoline car in a charging space violates the section whether or not a charger is in use.

Subsection C is the cost rule. Electric vehicles parking in a parking space with an electrical charging station are required to pay a $2 convenience fee in addition to the parking fee, as set forth by Township ordinance. The $2 is a fee on top of, not instead of, the ordinary parking charge, which comes from the Township's separate parking provisions.

The section sits in Article III of Chapter 254, between the metered-parking definitions and the rules for installing and operating meters in Article V. Under § 254-33, the Parking Utility of the Township of Bloomfield installs meters in the parking meter zones and sets the period of time they display. Because Subsection D prints its own fine, it displaces the general Chapter 254 cap in § 254-3 for the exclusivity violation.
