Casper, WY Public Conduct: Jaywalking (2026)

Casper Municipal Code section 10.76.020 states it is unlawful for a pedestrian to cross any street within the central business district, as defined by section 10.24.010, or within any school zone in the city, except at marked or indicated crosswalks provided by the city. This restriction is narrower than a citywide jaywalking ban: outside the business district and school zones, Casper's code does not bar mid-block crossing. A related rule, section 10.76.010, requires that pedestrians crossing in any marked or unmarked crosswalk anywhere in the city not loiter while doing so. Both sections sit in Chapter 10.76, Pedestrians, within Title 10, Vehicles and Traffic, and both derive from the 1963 prior code (§§ 24-122 and 24-123), carried forward without a specific fine attached to either section. Enforcement of pedestrian crossing rules falls to the Casper Police Department alongside its other traffic-code duties; there is no separate pedestrian-enforcement unit named in the chapter.
