Casper, WY Public Conduct: Loud Party Ordinance (2026)

Casper has no ordinance titled loud party or imposing host liability for gatherings; instead, Chapter 8.20 of the Casper Municipal Code, the general noise ordinance, is what applies when a party gets loud. Section 8.20.020 makes it unlawful for any person to make or continue any loud, unnecessary or unusual noise, whether by yelling, singing, whistling, shouting or otherwise, that annoys, disturbs, injures or endangers the comfort, repose, health, peace or safety of anyone within the City of Casper. Because the section covers any person, both a host and individual guests can be cited if their noise crosses the line, even though the code does not spell out separate host liability.

A violation is a misdemeanor punishable under the general penalty provisions of Chapter 1.28, and Section 1.28.010(B) caps that fine at not more than $750, with court costs the municipal court sets capped at $10, while Section 8.20.070 makes each day the disturbance continues a separate offense, so a party that runs past a warning can generate multiple citations. Section 8.20.080 gives neighbors and the city a second avenue: loud or disruptive noise that causes discomfort or annoyance to reasonable persons, or endangers the comfort, repose, health or peace of residents, is declared a public nuisance, which the city or an affected resident can seek to abate through a restraining order or injunction in municipal or district court, independent of any criminal citation.

There is no permit, registration or noise curfew specific to private parties; officers responding to a complaint rely on whether the noise disturbed a person's peace under Section 8.20.020, not on a decibel reading, though excessive amplified sound from a party's stereo can also trigger the separate sound-equipment provisions of the same section.
