Casper, WY Public Conduct: Public Urination (2026)

Section 9.24.080, titled "Urinating or defecating in public," states the rule in a single sentence: "It is unlawful, except in the use of appropriate facilities in restrooms designed for public use, for any person to urinate or defecate on any public street or sidewalk, or in any other public place, or in any place open to the public view." The restroom exception is the only carve-out in the section, so relieving oneself in a restroom built for public use is lawful while doing so anywhere else that is a public street, sidewalk, public place, or merely visible to the public is not.

The section sits in Chapter 9.24, Offenses Against Public Decency, alongside related decency provisions such as § 9.24.020's public indecency ban and § 9.24.070's prohibition on "peeping." Chapter 9.24 carries no dedicated penalty section covering § 9.24.080 itself (the penalty in § 9.24.050 is limited to prostitution and public indecency violations under §§ 9.24.020 and 9.24.040), so a public urination or defecation charge defaults to the citywide general penalty in Chapter 1.28: a fine of not more than $750 plus court costs of no more than $10, since the offense is not on the enumerated jail-eligible list in § 1.28.010(C).

Enforcement is by complaint and citation to Casper Municipal Court like other Title 9 public-decency offenses, and under § 1.28.020 each day a violation continues can be charged as a separate offense.
