Casper, WY Public Conduct: Skateboarding Rules (2026)

Casper Municipal Code § 10.64.155, part of Chapter 10.64 governing bicycles and e-scooters, prohibits riding a long list of wheeled and gliding devices, toy vehicles, rollerblades, in-line skates, roller skates, snowboards, skis, rollerskis, scooters, coasters, skateboards, bicycles, and e-scooters, upon, over, against, or otherwise on any bench, table, planter, railing, stair, step, utility equipment, or other fixture in a public place. That fixture-riding ban applies whether the fixture is permanently attached or not, and it lifts only where the city has designated that particular place or fixture for such use, or where the rider is on private property with the owner's permission.

Casper enforces this fixture ban as a misdemeanor under § 10.64.200, the general penalty section for Chapter 10.64. Separately, Casper Municipal Code § 12.36.100 bans skateboards from public and city-owned tennis courts entirely: subsection (A) requires rubber-soled shoes on any public or city-owned tennis court and bars skateboards, roller blades, roller skates, any wheeled apparatus, cleats, hard-soled shoes, and boots from the court surface, to protect the playing surface from wear. A violation of the tennis court rule is also a misdemeanor, punishable as provided in Chapter 1.28 of the city code.

Together the two sections mean a Casper skateboarder can ride on ordinary sidewalks and streets subject to the bicycle and e-scooter rules in the rest of Chapter 10.64, but cannot grind, jump, or ride on public furniture and fixtures like benches or handrails, and cannot bring a board onto any city tennis court at all.
