Section 90-458 sets the citywide crosswalk rule in two parts. " Subsection (b) goes further inside the business district specifically, barring a pedestrian from crossing "a roadway other than in a crosswalk" at all, regardless of whether signals are present. Outside the business district and away from signalized intersections, mid-block crossing is not banned outright, but Section 90-459 shifts the burden onto the pedestrian: anyone crossing "at any point other than within a marked crosswalk or within an unmarked crosswalk at an intersection" must yield the right-of-way to every vehicle on the roadway, a duty that flips only within a marked or unmarked crosswalk itself.

Section 90-460 adds that pedestrians should keep to the right half of a crosswalk when practicable, and Section 90-461 requires anyone crossing outside a crosswalk to take the shortest, most direct route "at right angles to the curb," rather than crossing diagonally. These sit alongside Section 90-457's driver-side duty to yield to a pedestrian already in a crosswalk, and Section 90-464's general duty for every driver to exercise due care around pedestrians. None of Article X's pedestrian sections carries its own fine, so enforcement for crossing outside a crosswalk in the business district, or for crossing mid-block without yielding, falls under the chapter's general penalty in Section 1-14.
