Lyon County, NV Public Conduct: Loitering Rules (2026)

Lyon County Code § 8.05.02.E, 'Soliciting Rides or Business,' is the county's crosswalk loitering rule: no pedestrian may loiter in a crosswalk for the purpose of soliciting a ride, employment or business, and no person may stand in a roadway for the purpose of soliciting a ride from the driver of any vehicle. Both clauses sit inside Chapter 5, Pedestrians, so they apply only to conduct in a crosswalk or roadway rather than sidewalks, parking lots or other public areas; a person soliciting business from a sidewalk in Dayton or Silver Springs is not reached by this section.

The provision traces to the 1973 Code, §§ 11.68.010 and 11.68.050, carried forward without amendment into the current code, and it functions as a traffic-safety measure rather than a general anti-panhandling or anti-vagrancy ordinance: the county code does not contain a broader loitering chapter outside this pedestrian-safety context. Because the rule is about solicitation of rides, employment or business specifically, a pedestrian who simply stands in a crosswalk without soliciting anything from passing vehicles is not in violation. The Lyon County Sheriff's Office enforces both clauses on county roads across unincorporated Lyon County, Nevada.
