Section 14.04.15 states plainly that smoking cigarettes, cigars, pipes and other similar articles or devices is permitted unless otherwise posted for a particular park or designated area of a park, meaning the baseline rule across the county park system, covering facilities from Fernley and Dayton to Yerington and Silver Springs, is that smoking is allowed unless a specific posting says otherwise at that location. That posting authority flows from the director's general rulemaking power over individual parks found elsewhere in the title, including the authority to set closing hours in section 14.07.03 and to prohibit unsafe activities in section 14.05.05, both of which work the same way: the default is permissive until the director posts a contrary rule for a given facility.
