Rocklin, CA Public Conduct: Public Alcohol Use (2026)

Chapter 9.04, Alcohol in Public, dates to Ordinance 425 in 1980, later amended by Ordinance 616 in 1990. Section 9.04.030 bars selling or consuming alcohol within 300 feet of the boundary of a playing field while an organized athletic event involving minors, such as little league or youth soccer, is underway in a city park, unless the sale or drinking happens inside an enclosed building. Section 9.04.040 makes it unlawful, without qualification, for any person to drink alcoholic beverages on a public street, sidewalk or alley within the city, covering ordinary public rights-of-way rather than just park property.

Section 9.04.050 separately bans carrying an opened alcohol container onto the posted premises, adjacent parking lot, or adjacent public sidewalk of a retail package off-sale liquor licensee, and requires those stores to post a twelve-inch by six-inch sign notifying patrons of the rule. None of these sections outright ban drinking in city parks generally; Section 9.04.010 states the council did not intend to prohibit alcohol in parks except as specified in the chapter, so consumption away from a posted athletic event or a posted liquor store sidewalk is not automatically unlawful under this chapter.

Section 9.04.060 sets the penalty for any violation of the chapter as a misdemeanor, though the city attorney or prosecuting attorney has discretion to charge it as a lesser infraction instead.
