Rocklin, CA Public Conduct: Public Urination (2026)

Rocklin Municipal Code § 9.20.010 prohibits depositing human waste material, by urination or defecation, in any public place other than a public toilet or restroom designed to receive it, in any place exposed to public view, or on the surface of the ground or upon any premises, lot, or public street. The reach of the ban is broad: it is not limited to city-owned property, and it captures private lots and premises as long as the waste ends up on the ground or exposed to public view, which matters for encampment cleanup and downtown enforcement alike.

Section 9.20.020 defines "human waste material" narrowly as human urine or human fecal matter discharged from the body, so the chapter does not reach animal waste, which is separately regulated under Title 6's animal-control chapters. Section 9.20.030 sets the penalty: a violation of Chapter 9.20 is a misdemeanor, but the prosecuting attorney may instead charge it as an infraction, giving flexibility between a criminal misdemeanor record and a lesser citation. The chapter was adopted by Ordinance 618 in 1990 and has not been amended since, so the same text has governed Rocklin's public-restroom and sanitation expectations for over three decades. Rocklin Police Department officers enforce the section citywide.
