Rocklin, CA Public Conduct: Aggressive Panhandling (2026)

Rocklin Municipal Code § 9.46.020(C) defines "abusive solicitation" to include coming closer than three feet to the person solicited before they indicate a willingness to donate, blocking or interfering with the person's or their vehicle's safe passage, following the person after they decline, acting to intentionally or likely cause fear of bodily harm or property damage, threatening physical harm by word or gesture, using words likely to provoke immediate violence, and touching the solicited person or their vehicle without consent. Section 9.46.030 separately lists prohibited locations for any solicitation, abusive or not: within thirty feet of a posted bus stop, inside a public bus, inside a vehicle on public streets, in a public parking lot outside designated areas, within an outdoor dining area, within thirty feet of an ATM, or on private property where the owner has objected or posted a no-solicitation sign.

Section 9.46.040 flatly prohibits abusive solicitation. The chapter, adopted by Ordinance No. 1076 in 2017, states its purpose in § 9.46.010 as imposing reasonable place-and-manner limits to protect public safety while respecting free-speech rights, meaning the ordinance targets conduct and location rather than the act of asking for money itself.
