Rocklin, CA Public Conduct: Loud Party Ordinance (2026)

Rocklin Municipal Code § 9.42.030(A) makes it unlawful for any person who owns or controls a premises, or who is responsible for a gathering, to host or knowingly permit a gathering where at least one minor possesses or consumes alcohol, marijuana, or another controlled substance, when the host knew or reasonably should have known of it. Section 9.42.040 separately declares it unlawful and a public nuisance to host, permit, or allow an "unruly gathering," defined in § 9.42.020(K) as a party of three or more underage persons with alcohol present where unruly conduct occurs, expressly including excessive noise, excessive traffic, obstruction of public streets by crowds or vehicles, public drunkenness, assaults, fights, domestic violence, or vandalism.

Enforcement runs through Chapter 1.14's administrative citation process, with Rocklin police officers and code enforcement officers as the enforcing officials under § 9.42.050(A). Subsection (B) sets the civil penalty at one thousand dollars per occurrence, and subsection (D) makes parents or guardians responsible for that penalty if the social host is a juvenile. A responsible person may instead perform twenty-four hours of community service with the police chief's written consent under subsection (E), but subsection (H) limits that alternative to the first citation within a year; later violations draw the civil penalty outright. The chapter, adopted by Ordinance No. 1029 in 2015, also allows concurrent criminal prosecution under § 9.42.070.
