Grand Forks, ND Public Conduct: Skateboarding Rules (2026)

Article 17 of Chapter VIII lists the roadways where roller skating and skateboarding are off-limits under section 8-1701: 13th Avenue South, 24th Avenue South, 32nd Avenue South, Columbia Road, Demers Avenue, Gateway Drive and Washington Street. Skaters and skateboarders may still cross any of those roads at a marked crosswalk; the ban is on riding along them. Section 8-1702 extends the prohibition to any public or private property where the owner has posted a no-skating or no-skateboarding sign, and section 8-1703 bars skating or skateboarding in any municipally owned parking lot, ramp, structure or facility altogether, with no signage required.

Where skating or skateboarding is allowed, section 8-1704 requires riders to obey stop signs, signals and other traffic-control devices, keep to the far right of the roadway, yield to pedestrians and other vehicles, and never ride more than two abreast. Section 8-1705 adds a general duty of care on sidewalks, bicycle paths and roadways, including yielding to pedestrians and never riding recklessly. Section 8-1706 bans hitching a ride by grabbing onto a moving vehicle, and section 8-1707 requires reflective clothing or a reflective item, visible from front and back, when skating on a roadway between sunset and sunrise.
