Highland, CA Public Conduct: Skateboarding Rules (2026)

Chapter 12.08 of the Highland Municipal Code regulates skateboards, roller skates, in-line skates and similar devices on posted property in the City of Highland. Section 12.08.010 records the city council's findings: unregulated and uncontrolled skateboarding, roller skating and in-line skating on public sidewalks, in public parking lots and in other locations frequented by the public creates a hazardous condition with an imminent risk of injury, and the council declares it a public nuisance that can only be addressed by regulation and, in some heavily accessible areas, by prohibition.

Section 12.08.020 turns that into three separate prohibitions. Subsection A covers any public property or private property where notice of the prohibition has been posted and is clearly visible, at minimum, within two entrances to the prohibited area or in the immediate area where the activity is prohibited. Subsection B covers any municipal parking facility, with no posting required. Subsection C covers a public sidewalk where notice has been posted in designated areas of prohibition, and those areas are determined by city council resolution rather than written into the code.

The devices covered are defined by wheel size: a skateboard, or roller skates, in-line skates or any similar self-powered wheeled device having wheels less than six inches in diameter. Each of the three subsections declares the conduct both unlawful and a public nuisance.

Subsection D provides an exception for persons participating in any city-sponsored program, event or class in which use of the self-powered wheeled devices is utilized, permitted or required. Section 12.08.030, the chapter's former penalty section, has been repealed by Ord. 370, so enforcement runs through the general penalty provisions of the code rather than a skateboard-specific fine.
