Laguna Niguel, CA Public Conduct: Skateboarding Rules (2026)

Section 7-4-501 makes it unlawful to skate, skateboard, bicycle or engage in similar activity on public property once the city council has designated and posted that specific property by resolution as off-limits, or on private property once the owner or a majority of tenants has posted it under the procedure in Section 7-4-501.3. For public property, that procedure requires the city engineer's recommendation before the council adopts a designating resolution under Section 7-4-501.2; for private property, an owner-occupied parcel needs only the owner's written application, while tenant-occupied property needs a majority of tenants to apply with the owner's consent, followed by mailed notice at least five days before the council considers it.

Required signs under Section 7-4-501.4 must be at least 17 inches by 21 inches with lettering no smaller than one inch, posted at every entrance, and must recite the $25 first-offense fine. Acrobatic or hazardous skateboarding specifically, defined in Section 7-4-501.1 to include jumps, spins, '360's,' handstands and use of ramps or curbs to force the board off the ground, can be prohibited on private property through a written notice to city police services rather than a full council resolution. Section 7-4-502 is a citywide rule independent of any posted-area designation: no person may ride a skateboard, roller skates, or any other human-powered conveyance besides a bicycle so that it rolls or coasts on the roadway of any highway in the city.

Devices for transporting infants, disabled or incapacitated persons, or merchandise from a place of purchase are exempt from the posted-area rules under Section 7-4-501.7, and the council may waive enforcement for special events.
