A requires a permit before planting, erecting or maintaining a tree, fence, or similar structure in a street, and states flatly that no encroachment of any nature will be permitted or maintained which impedes, obstructs, or denies pedestrian or other lawful travel, or which impairs adequate sight distance for safe pedestrian or vehicular traffic. Subsection B requires permittees and property owners to keep hedges, shrubs, walls and fences in a neat and orderly condition, on pain of the City Engineer ordering removal and restoration at the owner's expense.
