8, treats electronic billboards as a distinct, tightly controlled category. No new electronic billboard can go up unless the applicant first permanently removes an existing conforming billboard, or removes nonconforming billboards whose combined sign area is at least twice the new sign's area; each demolished structure must come down to grade, including support poles, electrical connections and catwalks, before the new sign is built. Only one electronic billboard is permitted per lot, and it carries the same location and height limits as a static billboard under Tables 9-5 and 9-6.

10 requires that changeable images be a series of still images only: moving images or any appearance of motion during a display is prohibited, as are animation, blinking lights, sound, smoke or fumes. The minimum dwell time between message changes is eight seconds, and the transition itself must complete in one second or less. Every electronic display needs a light-sensing device or photocell that automatically dims the sign for ambient conditions, plus a dimmer control, and illumination cannot exceed 6,000 nits in daylight or 500 nits from dusk to dawn, measured at the sign face at maximum brightness.

The sign permit application must list an emergency contact who can shut the sign off within 12 hours of a malfunction, and the display must default to a blank black image or power down automatically if it malfunctions and isn't manually killed within that 12-hour window. Displays cannot resemble official traffic control signage, and flashing, strobing or scrolling line-travel test patterns are all barred outright.
