The UDC definition of Attention Getting Device in Article 2 excludes temporary holiday decorations, so inflatables, wreaths and light strings are not swept into the sign permit regime that governs pennants and banners. Section 7.2 exempts single-family, two-family and townhouse dwellings from filing a lighting plan while keeping them subject to the applicable lighting requirements: one footcandle maximum at any lot line, no glare onto adjacent properties, and a flat prohibition on flickering or flashing lights. A decoration that carries a message advertising a business becomes a sign and falls under Article 9. Outdoor sound amplification requires a city permit under Section 58-31.
Enforcement runs through the Zoning Administrator on lighting and through the noise officer on amplified sound. General penalty is a fine up to $1,000 or 60 days, each day separate.
