Mesa, AZ Sign Regulations: Window Signs (2026)

Mesa City Code, Title 11, Chapter 43, § 11-43-11 provides that window signs are allowed and regulated according to two tracks. In the zoning districts and transects specifically listed in Tables 11-43-3-E and 11-43-3-F, window signs follow the coverage and placement standards set out in those tables, which vary by district. In every other zoning district, window signs may cover up to twenty-five percent (25%) of the area of the window, and, critically for businesses layering window signage on top of wall signs, monument signs, or other attached signage, that window sign area is not counted toward the maximum attached allowable sign area for the site.

This means a retailer in a General Commercial or Limited Commercial district, for example, can post window signage up to the 25% threshold without eating into the separate square-footage budget the Sign Ordinance allots for wall-mounted and other attached signs elsewhere on the building. Window signs remain subject to the general provisions of the Sign Ordinance found in Title 11, Chapter 43, including the prohibited-sign standards of § 11-45-1, which bar reflective signs, animated signs, signs with intermittent or flashing illumination, and signs not authorized by the property owner, all of which apply equally to signage displayed in a storefront window as to any other sign on the property.
