Avondale, AZ Special Events & Permits: Block Party Permits (2026)

Sec. 7-1 defines a block party as a gathering of residents with fewer than one hundred attendees for which the city has authorized closing off a portion of a street for the benefit of residents, and specifically states a block party is not an 'open to the public' event; if the organizer wants it open to the public, they must apply for a full special event permit instead. Sec. 7-6(a) requires any resident seeking a block party permit to apply at least thirty days before the block party, on a form set by the city manager or designee.

Sec. 7-6(b) applies most of the general special event terms in sec. 7-5 to block parties as though they were special events, except for the insurance-minimums disclaimer, park-facility fee agreement, and Chapter 17 parks and recreation provisions, which are carved out. That cross-reference pulls in liability for city fees and costs, the requirement that activities stay confined to the area on the permit, and the city's right to revoke the permit for noncompliance. A block party with a valid block party permit is also exempted from being classified as a major special event under the street-closure criteria in sec. 7-1(c)(2), unless it independently meets another major-event trigger such as fireworks or amusement rides.
