City Code sec. 7-2 makes it unlawful to hold a special event, which includes festivals and street fairs meeting the minor or major event thresholds in sec. 7-1, without first obtaining a special event permit. Under sec. 7-4, applications for a minor special event must be filed at least forty-five calendar days before the event and a major event at least sixty calendar days before, with fees set by council resolution. The city manager or designee reviews applications through the parks, recreation and libraries department and may impose conditions under sec.

7-4(d)(2), including hiring law enforcement or parking attendants, installing temporary fencing or barricades, providing medical service plans, requiring sanitary facilities, and adjusting hours or noise limits to protect neighboring businesses and residents. Sec. 7-5(f) makes the permittee responsible for ensuring that all vendors at the event have transaction privilege tax numbers, and sec. 7-5(b) makes the sponsor and promoter jointly and severally liable to the city for all fees and costs tied to the event. City staff acting in an official capacity may enter any permitted or non-permitted special event free of charge under sec. 7-5(e) to check compliance, and may revoke the permit for violations, at which point vendors and attendees must immediately disperse and remove their property.
