The council shall be the sole authority for the approval of permits to conduct parades on or about the public rights-of-way of the town.(b)Any civic organization wishing to conduct or sponsor a parade on or about the public rights-of-way of the town shall make application to conduct a parade on a form prescribed by the council.(c)Upon receipt of the application the council shall at a regular or special meeting grant or withhold permission to conduct a parade on or about the public rights-of-way of the town.(d)It shall be at the sole discretion of the council to grant or deny the right to conduct a parade on or about the public rights-of-way of the town and the council shall not have the authority to vest this power in any other town official, elected or appointed.(e)The civic organization making application to conduct a parade on or about the public rights-of-way of the town shall, if approval of the parade is granted by the council, have the sole responsibility and prerogative to determine who the participants and/or participating organizations in the parade shall be.
