Beaumont, CA Swimming Pools & Spas: Fencing & Safety Requirements (2026)

Chapter 15.15 of the Beaumont Municipal Code adopts the 2025 California Residential Code, including Appendix CI, the Swimming Pool Safety Act, as the City Residential Code (§ 15.15.010), and § 15.15.020 carries the appendix text in the City of Beaumont, California. As printed in the city code, Section 115922 applies when a building permit is issued for a new swimming pool or spa, or for remodeling an existing one, at a private single-family home. The pool or spa must be equipped with item #1 and at least one additional feature from a list of seven drowning prevention features.

Item #1 is an enclosure that meets Section 115923 and isolates the pool or spa from the private single-family home. Where walls of the house or accessory structures form part of that isolating enclosure, their door openings need the protection described in items #4 or #5, and a door protection device used for that purpose cannot also count as the second drowning prevention feature.

The printed Section 115923 standard for a non-climbable enclosure has three numeric parts. Horizontal members that would allow footholds must be separated by a minimum of 45 inches (1143 mm). The maximum opening formed by a chain link fence cannot exceed 1¼ inches (32 mm). A clear zone of not less than 36 inches (914 mm) must separate the outside of the enclosure from any permanent structure or equipment, such as pumps, filters and heaters, that can be used to climb it. The outside surface must be free of protrusions, cavities or other characteristics that serve as handholds or footholds for a child below the age of five years.
