Section 18-2-34 makes the village, not the resident, the owner of the cart: the Department of Public Works supplies every single-family, duplex, triplex and fourplex unit with a 65- or 95-gallon rollout solid waste container, and the property owner pays a one-time cost for it. The container has to be kept in a condition that doesn't create a public-health nuisance, and if the operations superintendent finds it defective or inadequate, the owner has one week from notification to replace it at their own expense; failing to do that draws a citation under § 18-2-34(D).

Section 18-2-36 then governs where and when the cart sits outside. on the scheduled day, may not go out more than 12 hours before that day, and has to come back in within 12 hours after, or the resident risks a citation. Subsection (I) is the storage rule for the rest of the week: garbage and recycling containers may not be stored in the front yard, or in front of any building face that fronts a roadway, between collection days. Multi-unit and commercial properties face a heavier screening duty under (K): except for one-, two- and three-family dwellings, waste has had to sit inside a gated, four-sided, opaque enclosure with a concrete or asphalt floor since June 30, 2005, approved by the site plan review committee.
