Full Breakdown

Ashwaubenon Municipal Code § 18-2-33(F) designates the third full week of every month as the village's bulk-collection window: during that week the Department of Public Works picks up, free of charge, up to one cubic yard of garbage, rubbish, deck and building debris and "brown goods," the code's term for furniture, mattresses and similar large items. Bulky material that's too big for the regular cart, appliances, furniture, construction and demolition waste, excavated sand or clay, broken concrete, bricks and rubble, is not taken on the normal weekly route at all; it has to wait for that designated week or be arranged separately.

Put anything out at the curb beyond one cubic yard, or outside the designated week, and Table 18-2-33 sets the charge: a minimum of $100, $100 for one to eight cubic yards, and $200 for nine to sixteen cubic yards. Large quantities of construction and demolition waste are routed instead to disposal under § 18-2-39(E). Brush gets its own rule in § 18-2-33(E): branches, limbs and cuttings have to be cut to less than eight feet before they're set out, and the village will not pick up brush generated on vacant land or new construction if the property belongs to a home builder, developer, or a contracted job; if that brush doesn't get disposed of properly, the village will remove it and bill the property owner its actual cost.

Section 18-2-37 turns any unpaid bulk, brush or additional-collection charge into a property lien under Wis. 0627 if it isn't paid within 30 days of billing, with interest added to that year's taxes.

Violations & Fines

Bulk waste billing isn't optional: § 18-2-37 gives the village 30 days from the billing date to collect a bulk, brush or additional-pickup charge before it becomes a lien on the property under Wis. Stat. § 66.0627, added to that year's taxes with interest. Placing prohibited bulky material at the curb outside the designated week can also draw a citation under the Code's general penalty, § 1-1-13.

Will Ashwaubenon pick up brush from a new home construction site?
